Each year, the Philippine government issues thousands of Special Allotment Release Orders (SAROs) and Advice of Notice of Cash Allocation Issued (ANCAIs), documents that unlock over ₱5.2 trillion (~$105 B USD) in public funds. These records were previously handled through paper files and isolated digital systems, exposing them to: - Fraud and duplication that threatened fiscal integrity - Delays in validation and release that slowed public spending - Opaque processes that limited end-to-end auditability DBM needed more than digitization. They required trust, transparency, and traceability by design. They needed a system that regulators, agencies, and citizens could all verify.

Solution
BayaniChain deployed Lumen, a national-scale Blockchain-as-a-Service platform, as the backbone of the DBM Blockchain Project. Built around the Digital Public Assets (DPA) framework, the system treats every SARO and ANCAI as a verifiable digital public asset.
